can a dirty radiator cause my honda cr-v 1998 to bubble in the top radiator hose and reservior

It would have to be more than just dirty, clogged yes. Check your oil and see if it looks right, hopefully it's not a tan/milky color. That would be baaaaad. A stuck thermostat will. Does your car overheat?

air bubbles appearing in the reservoir will generally come from a leaking head gasket or boiling coolant.
