Moving a car is the buyer's responsibility. Contact any ICC certified transport company for quotes on bringing a car to you.

If you want a clean, rust free car buy a car from the West. California or Arizona cars should never have any rust.

Southern California's deserty climate and low annual rainfall make this a great place for cars (and life), but north of LA, much of California is cold, snowy, and wet. These areas are no better for cars than PA. Desert areas like Arizona and New Mexico have wet winters and dry dust-blown summers. I agree with F_O_R that you're more likely to find a good used car out here, but you still have to be diligent. Additionally, many cars that have come through floods and other disastrous conditions end up in California for sale. And there are plenty of idiots out here who buy them.
