to repair or scrap 1999 Subaru outback wagon

I'm told the engine in my 1999 Subaru Outback wagon, manual
transmission, with 112787 miles, must be replaced.  The mechanic's
estimate specifies a "used  engine, timing belt, T-stat(?) and gasket, new
water pump".  Cost estimate: about $3600.  
I am the original owner, the car has been regularly serviced, and at this point
is driven mostly in town, only a few thousand miles/yr.  My regular mechanic
has suggested among future recommended repairs "steering rack
replacement."
This car has not lived up to my expectations. After app 94400 miles,
extensive (expensive) oil leaks; at 103157 miles, blown head gasket. Now I
have a car that can't be driven.  
Donate to charity that will tow away? Sell scrap? Or repair and  expect to
get more reliable miles out of it?

App 40 miles of in-town driving after a regular oil change (and replacement of radiator fan assembly) when I started the car I heard a tapping noise, which grew louder as I drove to mechanic's a mile away. They found that the noise was from 'bank 2 only.' Oil level found full, pressure fine; suspected a possible head gasket/oil passage/rock/spring issue. When I took the car to the shop that performed the head gasket job 4 1/2 yrs ago, they reported that I need new engine, as I previously noted.

The head could possibly be repaired. Did they actually remove the valve cover and look or are they guessing?

F_O_R: Not clear how much in depth they looked. I asked if it could be a clog somewhere, the mechanic said no. I plan to ask if they can look "inside" and see if it can be repaired. If they don't want to, I may consult another shop and if they think it is worthwhile, have the car towed there.
