ETC sensor problem?

2000 Legacy Outback...temperature gauge jumps up to red area, then
down, then up again, but radiator is cool.  Is this an ETC sensor
problem?

It's probably the sensing Thermistor ,,, shouldn't be that expensive .... Is the fluctuation making you cooling fan cycle on-off?
