My 92 mercury tracer ran out of gas now it will not start. There is a clicking coming from under the dash on the pass anger side.

I assume you put gas in it? Maybe the fuel pump is dead but I would check the fuses first.

Yes there's gas and I checked the fuses but I think there is a bad relay under the dash on the passenger side or under the hood is that a possibility.?...

My guess is the relay is clicking because of a fault with the fuel pump. Fuel pumps are cooled by the gasoline and when there is no gas they can overheat and fry. The relays should be in a fuse box. If there are several that are the same you can unplug them and swap them out to see if it is the relay but i doubt it. The owners manual will show you the fuse box location.
