96 Ford F150 4.9 inline 6 300 the crankshaft pulley is coming off

That part is called a Harmonic Balancer. It fits to the crankshaft with one large bolt. Yours has come loose and needs to be tightened. That's easy to do right now, but if the balancer comes off, it can be cumbersome to get back into place while you tighten it. Don't worry about torque; just use a long breaker bar and give it a lot of force.
If just the part where the belts go is coming off then the damper itself is coming apart, these units have a hardened rubber section between the crankshaft hub and the actual damper and after time these deteriorate. And yes it is bad if it comes off while the engine is running. Your local parts store should be able to order you one or you can get them from summit racing, Dorman and other suppliers.
