Ford exlporer swap from 99 into a 95

The engine would have to be the same, either OHV or SOHV and you will need to reuse your wiring harness's in the original vehicle being that the 95 is not OBDii complaint. All connections would have to match and none unused. I don't have all the answers and you will need to research this further. Check on some Explorer Forums online for more info, I'm sure other owners have done similar swaps. fordexplorer.org is one.
OBDII came in in 1996. You'll never get engines that span over that year to be adaptable enough to pass smog tests. If your state doesn't have smog tests, you might be able to adapt the "99 engine to the "95 Explorer, but you'd need to import all the computer stuff to the "95. That's the car's computer and ECU, and maybe even the TCU. And installing an OBDII computer into an OBDI car probably wouldn't work without a lot of converting. The headaches would be myriad.
Simple answer is no. Electronically incompatible.
