why is my 2004 mazda 6 rear brake hanging up or not releasing sometimes causing the rotor to get hot enough to glow

Disc brakes? Possibly rubber brake line that connects caliper to metal brake line. When these rubber lines go bad they will collapse internally not allowing the brake fluid pressure to be released off caliper.
