Check the A/C drain tubes underneath your Rover. I had same problem with my 2003 LR Discovery II, and this was my problem. The drain tubes tend to "stop up" on Rovers. I even read where one guy "milked" his drain tubes on a regular basis (every other oil change). If manipulating ("milking") them doesn't do it, you may have to take a piece of wire and carefully try to clear them out (I like to put a loop in the end of the wire so that I won't accidentally pierce something).
