should the engine temperature level increase at lower speeds?

In El Paso Texas with temperatures in the triple digits my 2002 Caddy STS maintains a temperature at exactly mid gauge.  I came up into the mountains where the temp is in the mid 80's or less and driving at lower speeds (65 or less) the gauge quickly climbs to a full increment higher

Higher altitude ,air is thinner,would expect this.If car run ,s mid in texas heat,you are good,the air is thinner in the mountain.
