How do you release a stuck parking brake on 2000 Eldorado?

that depends on HOW it is stuck. First (no insult) look in your manual to see if it tells you how to release it. They DO NOT all release in the same way. I have seen many different ways. If that has already been attempted, then the only other way is to crawl under the rear of the vehicle with another partner activating the emergency brake release, and then taking a pair of pliers to pull on the cable to relieve the tension of the cable which may or may not have rusted.

Go under the dashboard where the emergency brake is there is a yellow lever for that and pull the brake back it just worked for me
