What is the purpose of the holes in 2e3 pierburg carburetor?

Hi.

While i was inspecting with a flashlight,the head of  the 2e3 pierburg
carburetor,i have noticed that i can see a fuel through the two different
holes in the carburetor(i marked them with red arrows at my attached
photo).What is the purpose of those holes?Are they made as a tool to
inspect/check the fuel in the float bowl? Is it normal to see fuel through
them?Can it give me an indication if i have a flood carburetor?
