VIN code for 1973 road runner stated RM21H3C, I thought should be
RM23H3C???  Does the 21 mean something different?

I belive that a RM23 would be a Plymouth Satellite "Sebring". In 1973, RRs were RM21, RL21 would be a plain Satellite, RP23 would be a Satellite Sebring Plus. In earlier years, I do believe a RR was a RM23.....(but not in 73-74).. P.S.- The "H" indicates a 340 engine.

The first digit in the vin code is the line of car...the belvedere (R) line is the base model line...so they made belvedere cars, satellites, then in 67 they decided to add the Belvedere GTX, then in 68 they added the roadrunner...because mother mopar pitched: the plymouth division and the dodge division to compete for the same sales...ie the RoadRunner vs Super Bee both in the year 68 and both with cool logos and cartoon type persona that was a sales strategy that the design teams utilized to have fun while in competition for sales! Darn Cool Shit! Wikipedia has loads of info on the history of Chrysler Division, Plymouth Division, Dodge Division, All belonging to Mother Mopar... So a Family Affair... Imperial had its high status above all...If you owned an imperial...you were definitely more than just well off. Look up what they cost new compared to ANY other car on the market! Any brand... The second digit is actually a price code...a rr was m for medium price code there idea was to sell a lot of cars with a cool factor that were a stripped down plain jane but with the cool cartoon logo... They ran quick times because they weighed less with less optioned goodies., gtx was s for special... (ALL GTX CARS HAD ONLY 3 ENGINE OPTIONS FROM 67 THROUGH 74 (Being a 440 4barrel, 440 6pac, or a 426 street hemi)), satellite was p for premium they came with more options standard and more trim which made those cars weigh more...

The first digit R is belvedere/satellite for 73 , the second digit is M for medium price class, the third digit is 2 or 4 for a two door or 4door ...the fourth digit is 1 coupe, 3 hardtop so a 21 stands for 2door coupe, a 23 stands for a 2door hardtop... Coupe is usually a post car with a rear side window 1/4 glass that does not roll down but rather cams out for air transfer...a true hardtop both side glass roll down with the exception of theside front A pillar glass that swivels open...
