COOLANT VALVE

The heater in my 1999 ford fiesta only blows hot air irrespective of the setting it is placed on. Firstly is the problem the coolant valve and secondly how do I determine the problem correctly in order to effect a repair. Probably related, there have been on at least two occasion water ingress into the passenger foot well from the ventilation intake housed here. Can anyone please help.

First thing,is check the blower box,actuator under dash,it controls, the blend door inside of it,may be stuck,all so check for vacume leak,s in line,s to it,now for the water in the floorboard,the same box,has a water drain in it to get rid of mositure drawed by the ac,it may be stopped up.It will be a drain under hood,at bottom on passenger side,you can have it blowed out with air,to clear it or stick something into it to clear it were it will drain.
