if you want looks, its simple you could go under 1k, just a dark window tint, then tein or any other lowering springs and either paint your rims or find ones you like, also you could go with a muffler or a full exhaust upgrade HKS Hi-Power is a good one and will also get you more hp, if you want more power then get some bolt on's like a cold air intake then full exhaust upgrade, some new and better spark plugs, now for handling get strut bars tie bars, stiffer springs and also lower the car good springs are Tein H or S type, H type lowers a little bit and are more stiff, S type are lower than H.

By blow off you mean BOV like a blow off valve? You need a blow off valve only if your car is turbo charged, otherwise it is useless and you cant even put it in unless you have a turbo, so what a bov does is it releases pressure from the turbo so all that build up of pressure doesnt damage the turbo and the engine, so if you dont have a turbo you should just get a cold air intake system, AEM is a pretty good brand K&N also is good and injen, so the price will vary from $70 for cheap ones to $ 200 aftermarket onesif you want somthing good go somewhere in between that, and when you go to install it make sure it doesnt doesnt suck in hot air from the engine because that gives no hp, you could do that by buying a box that should go around the intake filter so then you get best hp from it, some intake systems already come with the box, BUT that is not always necessary you only need it if the intake is way too close to the engine itself because we all know how much heat comes from it, just keep in mind that HOT air is not good for a COLD air intake, thats probably why they called it COLD air intake, anyways good luck on your build. :)
