I have a 4 barrel Rochester quadrajet carb on a 69
deville. If the jets on the inside are clogged will it
cause it to make strong air sucking noise and make
the car hardly stay running?

If the jets are clogged, it will run rough or not at all. The jets allow the fuel to enter the mixing chamber and if they are clogged you will not be providing sufficient fuel to mix with the inbound air being sucked in. Use some carb cleaner to try to clean them out or pull the carb apart and do a thorough job of cleaning the jets, needles and openings.

Thanks I watched a YouTube video I think I'll try spraying it down later and see what I get from that. Thanks a lot
