2008 Chevy Cobalt No start, no accessory lights and no windshield wipers

My 2008 Chevy cobalt will not start, or even turn over.  When i turn the key to start it can hear the relay click at the body control module.  No accessory lights in the dash work, besides the odometer and the security lock comes on for a few seconds and goes off.  The windshield wipers do not work with the key on.  The headlights and turn signals do work.  It has no power to the ip ignition fuse at the inside bcm/fuse box.  
I bought the car as it is, the lady said she hit a puddle of water and all the lights in the dash went out.  She said after she got to where she was going and parked it, it didn't start back.  Any help would be greatly appreciated.

I have disconnected and cleaned a few of the grounds. I have not been able to get under it yet to check for loose wires. It has been taken to the dealership and they could not figure it out either

If the problem arose as a result of hitting a big puddle it's unlikely its a loose wire or bad ground. Something got wet and shorted out to cause that sort of failure. If the dealership can't figure it out, which seems very odd to me you may need to try swapping out a few parts to see what happens. I would start with the main computer. Find a friendly auto wrecker who might let you try one, or just bite the bullet and buy a used one and plug it in. Just a thought, remember, I'm not a mechanic. There are also shops that specialize in auto electrical repairs. Find a reputable electrical specialist and let him have a try.

Did you ever find a fix on this issue my 2007 cobalt is doing the exact same thing. I did not go through water.

That’s a good place to start . And then don’t just start replacing things. Check out wiring and connections to make sure power is getting to where it should. That’s all very important on modern cars.

Take it to a shop, or if you already have take it to a different one. Sometimes it just takes a fresh set of eyes on the problem to get some new direction.

I have a 2008 and almost the same problem, but my headlights won’t come on. I put my scanner on and it won’t come on. The strange thing about this car is the rear brake lights come on the rear hazard light come on, but nothing in the front work. Can anybody help took it to three dealers and nobody seem to know nothing
