2004 Chevy Astro AWD.   What is controlled by under hood fuse marked ATC?   Service AWD light remains on after start up and there are three or so clicks when staring?  Problem does not occur if you remove the aforementioned fuse.

it means there is an issue with the awd and by pulling the ATC fuse on start up you are preventing power from going to it so it cant perform its checks.
