Why would the cruise control stop working?

I was driving a good distance and stopped at a rest area, shut car off when I
started car and got back on highway and tried to resume on the cruise it would
not go on. Instead the check engine light came on and the cruise light was
flashing.

The CEL is on to warn of a problem with your car. Until you have the trouble codes read we could only guess what the cause is. The cruise control light is flashing to tell you that CC is not working.

The cc function (and flashing light) is linked to the CEL on Subarus just to provide a two-light visual warning. As soon as you clear the CEL the CC will operate again.
