Blower motor for AC & Heater DOESNT work

Why doesnt the Heater & AC blower work at
all ? Is it the blower motor itself or
something more technical  ?

Any of the components failing will stop the blower from working. (fan, fuse, resistor, relay, switch etc.)

Easiest checks fuses and relays, then disconnect the connector for blower motor and run a pair of wires from battery to fan to test it. From there make sure switch is getting power, if not, check resistor
