Trying to push/roll 62 VW beetle from garage to driveway.

62 VW beetle not running battery dead. Unable to
push. Handbrake off and in neutral, what could be
wrong

First you'd want to lift the wheels to see if they are indeed seized. If they are one option it to try and tow it with another vehicle and hope they break free, pulling both forwards and backwards may be required. A second option is to take a wheel off, put the lug nuts back on to protect the treads while one person with a crowbar tries to turn it and a second person with a nice heavy hammer or a sledge hammer hits the face of the brake drum. Don't hit it with everything you got unless it comes down to it.

FOR have you ever tried to remove drums on seized brake drums? You need to unseize then BEFORE you can remove them....

Sure have. It all depends on how bad things are. You can use pullers, hammers, pry bars etc. but none are much fun.
