We are thinking of buying this vehicle owner says
they try to jump it and it popped a fuse and now it
will not start do you think this is a major issue?

All you have is their word for this. What if the reason it does not start is because the engine is shot? It could be a fuse or a ten thousand dollar fix.

Exactly, have a mechanic check the car if you are really interested. After money change hands, it is your thousand of dollars headache.
