1991 cabriolet no start

I have a 1991 vw cabriolet replaced plugs wires distributor and cap car turns over but no start a friend set temp
.sender to 80 degrees and it started great a few times but again No start checked the fuel spark timing ect.but
doesn't start just turns over  anyone run into thesme problem

Thanx JRB car has new everything almost including gas someone suggested to check the fuel pump relay does anyone know where it's located on the vw 1991 cabriolet
