Someone took the relays out of the '99 Volkswagen Jetta
which ones do I need

You actually need all of them for the vehicle to function properly.

Look in the fuse box and you'll see where relays & fuses plug in. Look for metal clips and not just empty plastic recesses. Inside the cover, you'll see a map to the fuses and go by that for relay specs. It's pretty easy.
