Power Windows And Fan System go out and on, and out and on.....

Hi: I've had a 1996 Saturn SL 4Door for about 7 years.  It has worked fine,
has about 186k miles..one previous owner and rides very well.

Lately though my power windows and entire fan system goes out at the
same time.  The other day I accidentally leaned on my emergency break that
went down to the floor and everything was working again.

Today when I started it, it was working again.  My wife and I went a few miles
to our hiking spot.  When we came back from hiking, it quit working.

I have a new battery and new starter.  Could it be a fuse or relay or
something similar?    Only my drivers window has ever worked properly but
even it won't go down now.  And no fan...I can feel some cool air from the
vents but no flow.  

I'd appreciate any ideas or help.  Thanks,
