95 Dodge ram 1500 5.9

I have a 95 Dodge ram 1500 when I'm going down
the road the truck will bog down real bad an I can't
get my rpms over about 2500. It doesn't matter
what gear the truck is in or speed I'm going it will
just dog out then after a while of babying it, it
starts running alright again.  It's not a constant
thing sometimes the truck runs fine. Also I drove
for about 45 minutes yesterday and when I jumped
out of the truck I smelled gas, I looked under the
truck and it was dripping fuel, the gas cap was
hissing so I removed it an it quit dripping so I'm
trying excessive pressure in the tank. Any ideas to
get these issues fixed?

Try driving the pickup w/o the gas cap on n see if the problem solves itself. Next, put a paper towel or piece o' paper over the filler to the gas tank n see if it gets sucked in or blown out. If it's sucked in, you have a problem with your evap valve. It's prolly stuck in the open position n sucks the tank to an eventual vacuum, minus any tank leaks o' course. Do these, submit any observations n results n get back so I'll have a little more to go on.
