1995 buick park avenue with a whistle noise. have replaced fuel pump and filter, relay and waiting on a alternator. whats my problem

There has been 3 fuel pumps replaced at 2 week intervals . When first change everything is fine after 2 weeks the whistle returns a d yes they were made in China. But there is no choice eve. General motors are.
