prius smart key

I have a 2006 Prius and my wife lost one of the smart keys.  The other one works fine, but I wanted to replace the lost one. I purchased one on e-bay from a reputable dealer. Neither myself or a Toyota Dealer could program it. I exchanged it for another one and the same problem occured, this time at a different dealer. When I asked the dealer about it, he said that the only way another smart key can be programmed to the car is if that remote has NEVER been programmed to any other car. Is this true? If so, how come so many people on e-bay are selling them with positive feedback from the buyers?

i have never heard of a key being able to be re-programmed. whoever programs your key needs to have your car available. . .idk about the prius but some models with those keys need to have the steering column taken off for the internal cpu to get accessed to get the code and synchronize with the key

If I remember correctly, the key is quite expensive to replace. I thought the key has be to be ordered from Toyota because it's not just the RFID that needs to sync with your car, there is also a physical car key inside the remote key. It makes sense to make the key to be syncable (programmabel) only once for security reason. WIth proper proof of the ownership and VIN, you should be able to order another key from Toyota through your dealer.
