well pull the center emblem off and you'll need a steering wheel puller, or borrow one from the tool lending library if your city has one....a volvo timing belt takes a special clamp/arm dealiebob and the tool library loaned it for free~ just for being a resident of Alameda County~

does it just pop off the center or has to be turned or pryed off

It's part of the horn? there may be some screws, but since it goes round-n- round probably not just pry it off without crackin' anything~
