how does the heater work in a 1964 bel air?

I think it operates from a vacuum controlled heater valve on the intake manifold. If there's vacuum at the valve when you have the heater control on, the valve is bad.

well i changed the thermostateby the raditor and it still wont work...my question is can i connect it under the dash or no?
