My 2006 Honda Civic will not start batteries fine
turn the ignition lights come on will not start
replace the battery, the starter, starter relay, and
other ignition relays still will not turn over.. before
the car was cut off there was a pulley that was
whining.. my question is if I had a bad pulley would
my serpentine belt keep my motor from turning
over if the pulley was bad

All that stuff before the question .. Has me lost...use periods and full statements....as for a whining pulley ?... First what are your scan codes...second when one of those round things that drives the components starts making a squeak or whine or grind or charter or looks wobbly when spinning you need to fix it...if you have a one belt drive as in a serpentine driven it is really hard on the engine and can burn a belt and belt can drag ...if the belt gets burned with a bad pulley it sounds like you stepped on a kitty cat...the car will run about 10 minutes before it gets overheated ..but you charging system light will keep coming on..when you pull over and open the bonnet you will see the engine running and no belt..
