You didn't mention battery? A dead/weak battery, or even a good one with corroded cable terminals will do that. How old is battery? And if you let me know whether it has the 1.6L- 4A Fe or the 1.8L- 7A FE I can make some suggestions

Battery is less than one year terminals are clean and it's the 1.8 7A FEI

I know this is a real PITA but you might have to start pulling fuses, one by one, and look at each, in both cabin and underhood box. The relays in the underhood J/B can be swapped with each other too, to see if one works and another not. But don't leave them swapped, they need to go back where they were. This is just to test. Make sure the battery ground is clean and tight where it bolts on engine block too.
