Theres 2 cooling fans , no 1 fan is for engine cooling. the the second fan is for the AC. The problem is when i turn
the key , engine cold. the second /Ac cooling fan on the radiator kicks on. And?? Runs continuesly whether engine
is running or not.  Question. is the problem with the AC Relay.

The AC relay could be bad. Sometimes the contacts will weld together. There may be similar relays near it that you could plug into the AC slot. Some relays have a removable cap so you can visually inspect the contacts.
