Don't now what to do

I cannot figure out why  My 2003 Subaru forester is
surging for power when I put my foot in to it around 4000
to 3000  And it does not show engine light and I can't get a
code from it

Maybe it's transmission related or engine and or transmission mounts are worn out or broken.

I would take care of the basics like plugs, wires, new filters etc plus cleaning the fuel system and the intake sensors.
