MY CAR HAS A VIBRATION ON THE FRONT LEFT WHEEL,WHEN DRIVING
AT BELOW 40 KMS. SUBARU IMPREZA 2005, what could be the issue? i
have changed tie-rods, bearings and rack ends but still the vibration is there

Tire out of balance from a missing weight? Check your tire for lumpy, broken belt. Sometimes you can see it, or you can feel it with your hand. Put your spare on there and see if it goes away.

Maybe a bit silly, but I don't know where you live so I'll throw a suggestion out there: Could you have an ice build up in your wheel? I have this in my car in the winter because of the spoke allow wheels letting snow and slush inside the wheel. What happens above 40 km per hour? It smooths out or goes away entirely? Could you have a flat spot from the car sitting for a long time? What are your tire pressures like?

No i don't have ice build up. I live in Kenya (East Africa) so we don't have that kind of weather over here. Above 40 kph it smooths out but you can still feel the vibration from far.
