my cylinder heads on 99 pontiac grand am lower intake bolts are stripped out as well as rocker arms should i repair them or get new ones

You can try kits like Heli-coil for stripped bolt holes or other thread insert kits, or go with a replacement set of heads. Heads are not cheap, so that's up to you.
