Can running out of gas hurt the engine and cause MPG to decrease drastically?

Can running out of gas hurt the engine and cause MPG to decrease
drastically? What are other common things that lead to decreased MPG? I have
noticed in my 2014 Subaru crosstrek hybrid with 82K miles that within the past
2K miles that my MPG has decreased from about 27 MPG to 23 MPG.

Haven’t seen it damage an engine but have seen it damage fuel pumps, spark plugs and rare but have seen it damage O2 sensors and catalytic converters.
