I have a 1992 ford explorer and My stereo was stolen and ever since they riped it out of my car my dash lights don't work or tail lights. tried changing the bulbs and thats not it. so please help.

When the Stereo got ripped out they just yanked the wires out causing who knows what damage to the wiring harness behind the dash, I would suggest taping up all exposed wiring in the damaged area, then check and replace blown fuses as it sounds like you have some, recheck your lights, if the shorts have been taped up then the lights should be operating properly, As far as the 4X4 I am assuming that you have the electronic shift for the transfer case, there again the harness may have damage as the switches are really close to the audio wiring as well as the 4X4 control module, but Fords also have a problem with the transfer case shift motor, sometimes they just stop working and have to be replaced, the problem is so common that the motors are available aftermarket. I would recommend that you get a good service repair manual, one that has wiring diagrams in it as that can really help track down wiring problems.
Sorry to hear about your vehicle being damaged like that. As tennisshoes indicated, you're going to need a manual and some time. The best (and unfortunately the most expensive) way to repair a loom that's been so compromised is to replace the entire loom. The first thing that came to my mind was the radio connection to the dash lights. The stock radio dimmed with the dash. Anyway - sorry to hear about it. The stupid crack-heads probably only got $10 bucks for it and you get the burden of a damaged vehicle.
