04 Grand Marquis Ls Wiper work when they want

I have a 04-Grand Marquis Ls and my windshield
wipers are going crazy,
* the windshield wipers fluid is spraying out on it's
own
* they only worked on high
* then they stopped coming on period
I changed the motor the 1st time it started doing
this and it worked for awhile but then it started
right back up again.... PLEASE HELP

Also there is this weird humming sound coming from around the windshield wiper fluid reservoir
