Dash lights not working & when car is off the battery is draining

I've checked all fuses and all are good.  Is it the lighting
control module?  Any ideas?

If the dash lights are off there is a good chance your tail lights also do not work. Check fuses. For the battery drain you will need to trace out the source and fix it. Look up how to find a parasitic battery drain on the web.

I would still check the fuses and also check the bulbs. What lighting system does your car have?
