so my new 2017 Dodge wont start or do anything
is because the cold and be covered with snow and
maybe ice its only 6months old i dont understand

How long has it been sitting not being started? The battery could be discharged.

The car must under factory warranty. I would suggest that you have it towed to the dealer and let them take care of it.
