knocking noise when belt tensioner is engaged

There is a belt tensioner that operates intermittently (at the same time that the electric cooling fan is activated).  Whenever the belt tensioner tightens the belt I get a knocking noise.
Any idea what it might be?

sounds as if the tensioner is just freezing up and should be replaced, can you move it freely with a wrench back and forth if not the preload spring is worn out and or rusty.
