1994 lexus sc300 fuse box

I just bought this 1994 cs 300 and the heater worked one time. I can't find the fuse box, there are many boxes in the floor panel on the drivers side, but they don't look like a fuse box. I also had it smogged. Do you think the smog shop could have adjusted something that has interfered with a heater valve or temp valve of some sort. The air conditioner comes on whenever I try to turn on heat and the temp setting lcd is blank/broke so I can't read it to see what is going on.

if it was working befor being smogged i would take it back,for what good it would do,it has a climate control system i dont think a fuse is the problem,might want to take this to dealer and have checked out.even though fuse box is under hood.good luck.
