Malfunctioning ABS control unit or water in the brake fluid, excess moisture will turn to steam in a short period of time forcing the brakes on, after they cool down the brake release only to do it all over again.

i do not have abs brakes! how would moister get in fluid! tks!

Just normal operation, brake fluid sucks moisture right out of the air, the more humid the environment the sooner the fluid needs flushed or replaced with full synthetic fluid.
