Scraping Noise Wheel well

Question type: Maintenance & Repair

After starting my Chevy Cruze 1.8L and drive
forward, at 12mph my automatic transmission
shifts to second gear, and I hear a scraping
noise coming from my drivers side wheel well.
I think I can even feel something if my foot is
on the wheel well inside my car. The odd part
is that, it only happens once the first time, and
only after the car has been shut off and
restarted back up will it make this sound again  
at the exact same 12mph.

Check the serpentine belt and pulleys and if anything is loose or sticking out. Maybe your brakes?
