Previously I had the issue I've seen lots of others having where the fuel door is
stuck closed.  Now I am having the opposite problem.  The fuel door will not
latch closed, it is always slightly ajar.

This is a design flaw to the passat car. The actuator does not push in all the way or the actuator spring gets loose and unwinds which is why it won't open back up. Go to your vw dealer and make they replace it. it should be covered under the warranty. The only other option is when you do get it open you have to take out the side lining of your trunk and remove it and replace the actuator yourself.
