Is this vehicle supposed to have power steering?

I am looking into buying a used 1999 Hyundai Accent.  I took a test drive and the only thing I didn't like was that it didn't have power steering.  However I researched it on the Internet and the specs I found said that it is supposed to have power steering.  Does anyone know if this is true?

you will find both in the used car market. They were produced with and without power steering in 1999.

The reason my car is so hard to steer and turn wheel is that it does not have power steering? If not can it be changed to power steering?
