driver side fan not getting power/possibly locked up

I have a 2010 ford escape I just paid cash for at a car lot. I knew the air wasn't cold but was blowing, it blows cold for just a split second once air is turned on. I contribute this being to the driver side fan not working. Ive swapped out relays and still nothing. I tested the relay sockets for power and it was good, i tested the connector for the fan motor and no power. any ideas as to what can cause this issue? also isn't the fan suppose to spin freely when turned by hand when the motor is off?
