Shouldn't the yellow "parking" lights in the front of the car illuminate when I turn the headlight switch in the middle position?

Typically yes, they are illuminated in that position. Perhaps you have a problem with your headlight switch, or burnt-out bulbs or a shorted wire.

90% of the time it is a burnt lightbulb. If you are talking about the lights in the corner, they function as both the parking lights and the flasher.
