Well... depends on your definition of cheap, and if you want really good parts or not... engine: Headers, Exhaust, New Intake Exterior: CF hoods are sexy! Interior: No idea... is it in good condition? Sound: Full replacement of speakers with Audiobahn's is the way to go... better than sub's because less weight Weight: Take out the extra fan... the airbox maybe...

weight and power can be solved in 1 upgrade. full exhaust system. cheap upgrde msot people dont really think about is change the thermostat to a lower temp. heat soak is a killer for robbing you of hp. obviously a CAI and chip would be good for engines mods also. exterior: nice set of rims. check discountedwheelwarehosue.com. they are cheap and come with a 1 year warranty. free shipping too. interior and sound go together on this one. get a nice 7" alpine 2-DIN. it has navigation, dvd, ipod hookup, touchscreen, bluetooth, you name it and it has it. it will really brings some appeal to the interior with that screen in there. yes its a bit mroe expensive then most head units but the sound quality will be superior to msot other systems also. i had one in my navigator and i loved it. im all about doing things once and doing them right. if youre going to go for a good sound system go check out focal speakers. then if you want a nice base note check out jl audio. they have so many options. and if you want to save space they have a nearly flat sub so you dont lose any trunk space.
